It may be a moot point with these types of transportation because as of the time of this writing, neither form of transportation was allowing pets with the exception of service animals. However, during other times, you would still need a certificate concerning the health of your pet.
Interstate Travel
The rule of law here actually varies state by state. Some states only proof that your pet has their rabies shot.
